BC주 면허에 대해 잘 아시는 분?

ICBC에서 면허증을 신청하고 왔는데. 오라는 면허증은 안 오고 쓸 떼 없는 편지만 받았습니다. 저희 동네는 ICBC가 없어서 있는 동네까지 갔다와야 할거 같네요. 영사관 공증 까지 받아서 제출했는데 이따위로 일을 처리하는 건지 조금은 화가 나지만...

이거 그냥 가서 ID카드만 제시하면 모든 문제가 해결되는 건지요? 신청은 벤쿠버에서 했는데 가까운데 가라는거 보면 그냥 다른 ICBC가도 상관없다는 거겠죠? 그리고 마지막 부분은 솔직히 이해가 조금 복잡한데. outstanding fee가 뭔데 그걸 지불 해야한다고 하는건지도 궁금합니다.
